Halswell ready to expand By Georgia O’Connor-Harding SIX NEW subdivisions will be developed in Halswell to cope with a predicted population explosion. The new subdivisions will be developed in north, western, south, south-east, south-west areas of Halswell and in the Hendersons area. The areas were approved by the Independent Hearings Panel, chaired by Judge John Hassan, recently, for the city council’s

replacement district plan. In 2013 the population level in Halswell was recorded by a Statistics New Zealand census at 20,400 and is expected to grow to 48,400 by 2043. North Halswell will be located between Halswell and Hillmorton and has been called Meadowlands. Halswell west will be off Halswell Junction Rd and Hendersons off Cashmere Rd. South-east Halswell will be located near Sparks Rd, south

Halswell next to Halswell Rd and south-west located off Halswell Junction Rd by Murphys Rd, Sabys Rd, and Quaifes Rd. Halswell Community Project spokeswoman Chrys Horn said she is nervous about how fast the population is growing. “One of the things is we already have a lot of traffic congestion here and that is not getting any better as the place grows, so it would be nice to think our transport system is going to keep up.

“We had an earthquake, people wanted to move in. We have had a whole lot of immigration . . . this just happens to be an area where the growth can happen,” she said. A city council spokeswoman said a date for when the changes take affect has not been set. Halswell Residents’ Association member Ross McFarlane said other subdivisions will get their own names in time. He said people who are living

in the residential areas most likely do not realise how big the area will grow. Other land approved for residential development is an area in South Masham near the Yaldhurst Masham residential community and surplus land on the western part of Riccarton Racecourse. Land located on part of the former Wigram Aerodrome has also been approved for further residential development.

Tuesday September 13 2016 FROM THE EDITOR’S DESK

FROM FRIDAY, postal ballots for the local body elections will start arriving in the mail. In the coming weeks we will be asking city council candidates questions about key issues in their areas. This week (page 4) we look at what city council candidates are not living in the ward they have put their hand up for. The good news for skaters is that there will be two skate parks in Halswell. It will be interesting to see if those opposed to the idea will take on the recent decision of city council to push ahead. With the population set to explode in Halswell (front page) and more subdivisions allowed by the city plan, the skate parks will no doubt be well used. Hei kona, Shelley Robinson

Yaldhurst dust woes By Georgia O’Connor-Harding TESTING HAS shown that dust around Yaldhurst has exceeded air pollution guidelines on 16 occasions and is associated with quarry activities. Environment Canterbury conducted tests around the quarrying area from December 23 through to April 26 with the final report released recently. Eight of the exceedances were recorded at two of the sites located on the West Coast Rd, downwind from the quarries indicating they were the source of PM10. The report does not specify which quarry companies, but Winstone Aggregates, Fulton Hogan, Road Metals were in the testing area. The report was a result of a monitoring project set up after residents raised concerns about dust emissions from several quarry sites located in Yaldhurst at a public meeting last year. Residents on the Old West Coast Rd are living as close as 80m to Winstone Aggregates. The CDHB’s Canterbury

HEALTH CONCERNS: Dust from Winstone Aggregates has left residents concerned for their health. •Photo taken on the Old West Coast Rd, August 30.

Medical Officer of Health Dr Ramon Pink (left) said PM10 particles inhaled can be damaging and exacerbate respiratory diseases. “Because of the small size of the exposed population at Yaldhurst we cannot say with any certainty what impacts would be at an individual level,” he said. The report showed concentrations of repairable crystalline silica measured at all sites on two separate days were below the applicable guideline value. Residents were unhappy with

the results. “They had the dust monitors in the wrong place. They didn’t have them calibrated for fine dust, only the heavier PM10,” Yaldhurst Rural Residents Association member Ann-Marie Youngman said. She said she would have liked a monitor on her property. Meanwhile, a community liaison group will be set up to address the residents’ concerns after a deputation by Mrs Youngmann and resident Gavin Barclay.

They presented to the commissioners who said in response, a liaison group would be set up, which would be led by the quarry operators. But Mrs Youngman said she is not prepared to meet with the quarry operators anymore. “They have had every chance in the past and it is wasting my time . . . we have had meeting after meeting,” she said. Mr Barclay said if the liaison group was successful it would be a great result but he was dubious.

In Brief SERVICE CENTRE The city council approved the Riccarton-Wigram Community Board’s bid to keep the Riccarton service centre in the commercial area. When the current Clarence St site housing the old Riccarton Community Centre is sold the city council will either provide a co-located space with another business or construct a temporary building to serve as the service centre in the interim. This will be until the new Riccarton Community Centre opens in mid-2018.The sale of the Clarence St site is to proceed as soon as practicable. SPEED LIMITS APPROVED Thirty-two speed changes on different roads in the western area of the city have been approved by the city council. It is part of a speed limit review which is held every two years. City council staff will undertake additional consultation for a further reduced speed limits for Halswell Junction Rd, Quaifes Rd, Marshs Rd and Whincops Rd (west of Marshs Rd) and Sparks Rd. City council staff will report back to the community board at the end of December.

Two candidates live outside ward boundaries By Bridget Rutherford ONLY TWO candidates standing for the city council in the western area do not live in the ward they would represent if elected. Riccarton-Wigram community board member Peter Laloli will be standing for Halswell in spite of living in Riccarton while Coastal resident Tane Apanui will be standing for Hornby. About a third of candidates standing for council seats do not live in the area they would represent if elected. There are 40 candidates standing for the city council across the 16 wards. However, 14 do not currently live in the ward they want to represent. The Burwood, Cashmere, Fendalton, Innes, Riccarton and Linwood Wards are the only ones that are guaranteed to have a councillor representing them that lives there. But the Waimairi Ward will not be, because both candidates, councillor Raf Manji and Anthony Rimell, live outside of the boundary. There is no legal requirement for councillors to live in the

Elections

ward they are representing, however, most choose to do so. Councillor Jamie Gough, who was elected to the Fendalton Ward unopposed, said strategy had definitely come into play, in terms of what wards people were standing in. However, he said it did not matter if candidates did not live in the ward they were representing. “People need to vote for the

16

most capable candidate who has a strong governance skill-set which will add value to our city as a whole, not vote for someone because they live down the street from you.” Harewood has the most candidates running for the council seat out of all the wards, however three of the five are not residents there. Faimeh Burke, Rod D Cameron and Rod S Cameron live

outside the boundary, while Aaron Keown and Brian Gargiulo are inside. Both Jo Kane, who lives at Waikuku Beach, and Dean Lester, who lives just outside the boundary are both running for Coastal Ward, while Paul Lonsdale is in the mix for Heathcote, in spite of living in Fendalton. Phil Clearwater, who would have been up against Tim Scandrett had he run in Cashmere ward where he lives, has opted for Spreydon. Mike Davidson and Peter Laloli are running for Papanui and Halswell – where they do not live, and Tane Apanui will contest Hornby. In the 2013 elections, of the 54 candidates going for council seats, nine did not live in the ward they were running in. As part of the city council’s representation review, the current seven wards will increase to 16 after October’s local body elections. Each ward will have one councillor represent it. Cr Gough said the review stymied democracy and may have put off new candidates, because many would have to go up against incumbent councillors.

Tane Apanui: Lives in Coastal, running for Hornby “I grew up in Hornby, I spent my teenage years there, played my sport there and started off my working life there. My experience is in infrastructure and transport. Hornby is the gateway of the south-west, so I’ve got more to offer there than in the suburb I am living, which is South New Brighton.”

Peter Laloli: Lives in Riccarton, running for Halswell “Halswell’s a new ward and it’s got rapid growth. I’ve been on the community board the last 15 years and I think the ward needs someone with experience. That had a part in it [going up against Vicki Buck in Riccarton]. She was going to be hard to challenge – there was an opportunity out in Halswell and I’ve been representing that area for 15 years.”

Red Cafe may get lease Go-ahead for By Georgia O’Connor-Harding RED CAFE has been revealed as the preferred option by the city council for Te Hapua: Halswell Centre after a boycott forced out a Wellington-based operation. The Riccarton-Wigram Community Board will consider approving a new lease to Xin Ding Yi Ltd, the company which owns the Red Cafe, at a meeting today. Red Cafe currently operates at the Upper Riccarton Library and South Christchurch Library. In June, Western News reported that a boycott of Wishbone cafe, initiated by the Halswell Community Project, had resulted in the Wellington-based cafe opting to leave. The boycott was called because the cafe was not a locally-based business. The city council announced in June a new cafe operator would be sought after a “mutual agreement” was made with the Wishbone cafe for it to leave. Halswell Community Project’s Chrys Horn said she did not think it was a boycott that forced the cafe out. “I just don’t think there were enough people who read our newsletter and act on it. I think the problem was people just

didn’t like what the cafe had to offer,” she said. Ms Horn said she was happy Red Cafe was the preferred option because it was local and will suit the community better. A city council report said Xin Ding Yi Ltd provided a “well thought out proposal” with a high-quality and affordable menu and a positive trading history. Details of the other lease applicants were not able to be supplied

by the city council due to commercial sensitivity. Red Cafe business manager Rome Luo said he did not want to comment on the lease until a decision had been made. •HAVE YOUR SAY: What do you think of Red Cafe taking over from the Wishbone cafe at the Te Hapua: Halswell Centre? By Georgia O’Connor-Harding THE controversial location of the Halswell Skate and Recreation Park was rubber-stamped by the city council last week. The location of the new skate park will be in the Halswell Domain beside the playground. A smaller skate park at Knights Streams Sports Park has also been given the green light by the city council. The two locations were recommended at a RiccartonWigram Community Board extraordinary meeting on July 27. The city council approved that recommendation. The city council decided to proceed with a skate park at Knights Stream Sports Park, which will potentially be funded from the development contributions. A workshop was held last Sunday at the domain to discuss the concept design of the skate park with representatives from

the community including the Halswell Domain Action Group. In July, Western News reported the Halswell Domain Action Group had presented a petition, signed by 570 residents, against the skate park to the community board. James Hight Drive resident Brian Bailey, who signed the petition, said he would not comment on whether other opposing residents would take further action to fight against the installation. One petition signed by 800 residents was in support of a skate park in the Halswell suburb. The petition was presented by Halswell resident Brendon Miller to demonstrate how much support there was in the suburb for a skate park. Mr Miller said the approval was “fantastic news” and puts children in the centre of Halswell.

Lone candidate not ideal City councillor Jamie Gough writes this week’s opinion piece on being the Lone Ranger of Fendalton and how the system may not encourage people to get involved with the city council. Being the Lone Ranger of Fendalton – due to an unopposed re-election to the city council – is a slightly odd feeling. I’m torn with emotion as my successful bid for a third term was obviously a goal for the year, however, I’m disappointed about what it says for democracy. The new representation model, which the city council adopted earlier this year, changed the way

our council is elected – the ward sizes were shrunk, so instead of multiple councillors elected over a wider area, it became a winner-take-all system with one councillor elected per small area. Further to this, more councillors were added in total. I cannot see how this achieves anything positive as it virtually ensures incumbents have a stranglehold on their small patch. Dare I say it, but I suspect this may have been exactly what some people wanted.

FLAME FILES

Wild weather havoc

What it will mean for the working dynamics is also worrying; the system will incentivise councillors to loose sight of the bigger picture, which is the vital ingredient of good governance. I come from a private-enterprise background and don’t plan on being a councillor for life, so to be perfectly frank, having a cushy re-election road is of no interest to me. What I actually care about is having a system that encourages capable people to put their hand up, because having quality councillors around the table is what’s really important. This is exactly why I voted against the model we now have. Having the most conflicted people in the world – the councillors themselves – effectively driving the process which dictates their re-employment is a complete nonsense. Something needs to change and I plan on trying to have this self-serving model kicked for touch.

By Mark Thomas – Fire Risk Management Officer JUST WHEN we were getting used to warmer days and shorter nights on Wednesday we got reminded just how winter could have been with a polar blast sweeping through the city. While there was a bit of hail, a bit of wind and a lowering of temperature before 2pm it was from 4.35 pm on wards that everything went off for our fire crews. Between then and 2am the next morning we attended 37 incidents caused by the weather. It wasn’t a great night to be a tree with 18 of these being uprooted right across the city, interrupting power and blocking roads. There were also garden sheds, trampolines, a car port, some roofs and even a campervan near Akaroa blown over or away.

A wild night that included some impressive rain coming in sideways where I live. Hopefully, now we’ll cruise towards summer with no more winter blasts. In fact we’ll probably be moaning about nor’westers soon. Which means we need to be careful with anything, including barbecues, that might start fire. Friday a week ago saw fire in Bottle Lake Forest which is always a concern. Normally, we go to deliberately-lit fires started by idiots who seem to think it a good idea. However, this time a loader working at the landfill had a fuel hose burst and diesel poured over its electrics when then shorted out. The resulting fire was probably quite a shock to the driver. It was going well when St Albans crew arrived but was quickly extinguished.

Western News readers respond to an article on a proposed new primary school in Halswell Carolyn Murphy I think it’s fantastic news that western Halswell will be getting a new primary school. This area of Halswell is undergoing exciting times post-earthquake, with lots of new houses, shops and facilities already completed or under way. A primary school can surely only encourage more young families to the area and will be a real asset to the community. Definitely exciting times ahead for this area of the city. Gary Knight As the gateway to Banks Peninsula and beyond, the established suburb of Halswell has, through a mix of urban/rural lifestyles plus botanical beauty within parks and reserves, created an idyllic situation for many. Within this context, an appropriate academic protocol is essential. Secondary schools neighbouring Halswell, ranging from years 7 to 13 and 9 to 13 status, including Cashmere High School (roll 1914) Hillmorton High School (711) Hornby High School (653) Christchurch Girls’ High School (1107) and Riccarton High School (1001) would deem an extra secondary school in Halswell a retrograde step. In comparison,

however, is the minimal amount of primary schools in this area. In close proximity are Oaklands School (605) and Halswell School (618), with the addition of West Spreydon School (275), Addington School (244) and Hoon Hay School (437). Making the proposed $15 million primary

school for Halswell is a vital and positive step. To cater for the rapid population growth of this suburb projected to rise to between 34,000 to 40,000 by 2035. A Western News reader writes about the Halswell bus system

Disappearing Election Signs My name is Catherine Chu and I am standing at the 2016 Local Elections for the Riccarton Community Board. I was born in Christchurch and raised in Riccarton my whole life. Even the bank where I currently work full time as a Business Banking Manager is also located in Riccarton. Having spent all my childhood, teenage years in the Riccarton area, I have grown emotionally attached to this place. As I have very strong interest in foreign languages and cultures, I spend a couple of hours every week at the University of Canterbury studying Chinese and Japanese during my spare time. The story about my stolen signs was published in last week’s Western News. My signs have continued to be stolen even after last week’s article. Ten had been stolen on the night of Saturday, September 3 alone. It is clear that the method of removing of the signs are consistent and has been suggested by many others that there is a higher possibility that one or two people would be doing this consistently and intentionally. Travelling on foot to find sites to put signs up is a struggle, and getting approval to do so is another. Putting up one sign takes a lot of time and effort. It took me 2-3 hours every night after work to be able to get approval from 2-3 sites. It has been quite overwhelming as I have had 30 signs gone missing from 23 sites. The New Zealand Police are also looking into this issue. I am also very grateful to have supportive family, friends and residents showing interest to this incident. I hope that moving forward this does not continue to happen. I would very much appreciate if you could please contact me on 021 176 0985 should you find any of my signs. On a positive note, I truly appreciate all the support and encouragement I have been receiving from the Riccarton residents. I am very grateful to have this opportunity to be able to become one step closer to our residents and I look forward to working together with them to make sure our voices are heard and make a positive impact to our community.

Rose Thorner Recently a prospective candidate for the local elections came to my door to introduce herself. She asked my view on a local safety matter and took notes when I launched into my concerns. Within a short distance from the Anthony Wilding

Retirement Village, there are two potential traffic hazards. The local bus services are excellent, they run on time and frequently, encouraging us to make use of them. The Orange Line runs from Halswell along Halswell Rd, Lincoln Rd to the Christchurch Hospital and into town. On the return journey, we take our lives in our hands to cross Halswell Rd to return home. There is no pavement on which to alight and we then have to run the gauntlet of traffic in both directions at 80km/h. It is impossible to get safely across in rush hour traffic. To assist elderly people to get home safely, it would be helpful if there was a flat surface to alight onto and a centre island would get us half-way at a time across the road when traffic allows. The speed limit should be reduced to 60km/h. The second concern is turning right out of the retirement village on to Bibiana St. The road is narrow and, if a car is parked on the far side of Bibiana St, we have to drive on the wrong side of the road towards the roundabout on Aidanfield Drive. There is only a short distance between the exit from the retirement village and the roundabout. Cars are prone to race round the roundabout and there is a catastrophe in the making. The yellow lines need to be extended past the retirement village exit so drivers could drive on the correct side of the road.

News En route: Icelandic horses in Canty Scott Bamford is the host of CTV’s Rural New Zealand. Watch Rural New Zealand, brought to you by Carrfields, Wednesdays at 7.30pm on CTV Freeview channel 40, live and on demand at ctv.co.nz By Scott Bamford ICELANDIC HORSES, said to have been brought to Iceland by the Vikings, are increasing in number around Canterbury. Inga Currey, owner and operator of Christchurch Icelandic Horse Treks, is using them in her business. There are other owners, and breeders, of icelandic horses around Christchurch, Rangiora, Oxford, Waikuku, Ashburton, Oamaru and Twizel. “The first sort of bigger breeder was in Oamaru, the stud was called Vindholar Southern Icelandics, they were the pioneers here. There is a breeder in Ashburton,” she said. She said three of her clients in Christchurch had bought icelandic horses, and two of them have bred their first foal. “For the last two years we have

TREKKING. A group rides on Spencer Park Beach with Christchurch Icelandic Horse Treks. PHOTOS: CHRISTCHURCH ICELANDIC HORSE TREKS even had some horses in the Christchurch AMP show,” she said. Mrs Currey, originally from just south of Frankfurt, Germany, has lived in New Zealand since moving here with her Kiwi husband in 2000. She has ridden icelandic horses since she was 18. “They were brought into Iceland by the Vikings, over 1000 years ago. They have been purebred there since then. No icelandic horse that leaves Iceland can ever go back and no other horses can be imported either,” she said. Her trekking business stems

from her passion for the breed and being conveniently located near Spencer Park Beach. “I collected horses for the family, who then weren’t interested … I had the horses and I had the location. You couldn’t ride icelandic horses anywhere here yet, that’s why I had the idea.” Mrs Currey said one of her favourite traits of icelandic horses was “definitely the tölt.” “When people experience the tölt for the first time, their expressions and the things they say are lovely to see,” she said. The tölt is a unique gait al-

Jennie Boerema, president of the Icelandic Horses New Zealand association, explained riding with a full glass of beer has been used to demonstrate how smooth the tölt can be. “[During] the beer tölt, we have a glass of beer in hand and we use a wooden plank to ride over so you can hear the hoof beats. Burnside hooker picked for national schools’ team By Gordon Findlater PERRY KARATI has been named in the New Zealand Schools’ rugby squad after a stand-out season with the Burnside High School first XV. The hooker was all nerves last Monday, hoping for the phone to ring and hear that he had been named in the squad. He knew that those selected in the team would be given a call at some stage on Monday. However, it wasn’t until the evening that Karati’s phone rung to deliver the good news. “It was a long day, (but) when I found out I was stoked. I had finally made it – one more step towards the next goal,” said Karati. Karati will now take part in a three-day training camp at the end of the month in Auckland. Our People

Volunteer work at home and abroad Chris Allan started the Joshua Foundation 11 years ago, which helps troubled youth in the city. He spoke to Caitlin Miles about how the army saved him from a bad path, serving in Sierra Leone and throwing people out of planes. Chris can you tell me a bit about the Joshua Foundation? Well, it started with the aim to help troubled and at-risk youth. Now it is about helping all young people, getting them integrated into and working with their local community better. We do a lot of work with youth in Linwood and Aranui, but our work is expanding. We want to create projects that could be accessible to everyone. You said we, who does that include? My wife Pamela and I set it up. Why did you decide to set up the project? We wanted to give kids a chance, show them that they can be heading down a bad track and turn them around and get them focused on making positive steps in their own life and in their communities so they can give back to them. Once you change one person in a family, that will have a run-on effect when they have a family and that will continue down the line. That’s what we want to do. Keep supporting and pointing young people in a positive direction for their lives. Where did the name Joshua come from? We wanted to get a name sort-

ed very early on and my wife and I were both trying to come up with ideas. As a Christian-based organisation we were thinking of biblical names. We decided to go into separate rooms and not come out until we had it. But then we both walked out of the rooms at the same time and thought of the same person. Joshua. He was hard working and had strong determination and they are key values we want to install in other young people. Did your time in the army contribute to your idea? It’s fair to say I was one of those kids that I now teach. I was not in a good way, I had left school at 15 and was starting to get into some bad things. Then I joined the army and those guys basically became my second family. They really helped to pull me out of that place and gave me purpose VOLUNTEERING: Pamela and Chris took their children to volunteer to work with villages and children in Mele-Mart Village, Port Vila Efate, in Vanuatu.

and that kind of thing. They have definitely had an influence on me and my life and that’s what I hope to do for these other kids. What was your time in the army like? Like I said they are like my second family. I also became a jump master in the army so it was my job was to throw people out of C130 planes. I skydived for 25 years and it was really great. I was a bit of an adrenalin junkie. You spent time working in Sierra Leone with the army, what was that like? It was horrendous. It was just after the Civil War in 1993 so it was a really unstable time over there. It encouraged me to do more work in other areas. You have also done volunteer work in Vanuatu, can you tell me about that? We bought a property over there when I was a training sergeant. Just loved the people and the place. We wanted to serve the villages with the kids in it. We wanted to take our kids there and show them how other people have to live and show that we can help them, so we went to some villages and volunteered with the people, we took over clothes and supplies and things they

need. I think it really changed their perspective on things. Now we might go shopping and my kids will point out things that we could send to Vanuatu. They say: ‘Dad how about we take that over next time.’ It’s really great to see them take notice. We just want to install a passion in them to help other people. Is volunteering over there something you hope to bring to your programmes with the Joshua Foundation? It is, it’s something we are currently working on actually. We have partnered up with the Student Volunteer Army to do volunteer work in Vanuatu. Then we plan to open that to kids across Canterbury. They would need to fund themselves, but the plan is to go over for 14 days and help and live in villages so they can understand what life is like and why it is important to help out these people. They really appreciate the work that people do to help and that’s why we do it. Talking about funding how do you manage? We are non-Government funded and do it all ourselves. We decided it was worth taking a risk and setting it up because we felt so strongly about it so we got

the money ourselves and started. We’re the same now, we don’t like to ask people for money. We know that people make contributions to other places and have a lot on their plate already. What have been some of the stand out moments from the organisation? That’s a hard one to answer. There have been so many over the years to be honest it’s hard to pull out a few. There were two sisters though who we worked with, they have actually just got scholarships for university. One of the girls has received a scholarship for Canterbury University and the other for Otago, so it’s moments like that that have been really cool. I don’t want this to sound bad but I think after a while you get desensitised to it. So you still work as well? Yes, I’m the Officer Commanding Canterbury Company for the 2/4 RNZIR (Royal New Zealand Infantry Regiment). Do you get any spare time? Not really. But I don’t mind. My version of downtime is getting to sit with mates, couple of beers and watch the rugby. You’re a Canterbury supporter right? Yes, of course.

In the business of lending

By Annabelle Dick IN ANOTHER life, Mary Outram could have been a librarian. In some ways she is but in the fashion sense. The 24-year-old Riccarton woman has carved a niche not by selling designer clothing – but by lending it out. She established a business called Borrowed by Mary, which allows other young fashionistas to wear her designer-label clothing. Her business has gained thousands of followers on social media. Miss Outram lends out more than 50 pieces of clothing, in sizes six to 14, which are usually worth several hundred dollars each. She has spent years building up her wardrobe and saw the opportunity to help others who want to wear designer clothing without the price tag. “For me, when I was younger you’d have to fork out money to buy a beautiful item that you were going to wear to a 21st or a special occasion, but often you can’t afford it,” she said. “Just because you don’t have all

BORROWED: Mary Outram (left) stocks designer clothing to lend out for a small fee to people like Isabella Stone (below) for special events.

the money in the world doesn’t mean you can’t wear these $300, $400 and $500 items,” she said. She stocks all sorts of dresses, skirts and playsuits in brands from Sass & Bide to Shona Joy, Alice McCall and Camilla. Miss Outram began the business venture when she launched her website in April after leaving her retail job.

She started the business herself and was responsible for everything from creating the website to gaining a social media following and modelling garments. Miss Outram also works in PR and marketing and runs her business from home where women can try on garments before renting them out. “Renting has been a popular

concept for a while. It’s been done over in Australia and there’s some people here in New Zealand, but when I started, there wasn’t anyone big in Christchurch so I saw a gap in the market,” she said. Miss Outram started off as a fashion blogger in 2014, where she gained a number of dedicated followers.

She believes Borrowed by Mary’s success comes down to her investment in her fashion blog and her marketing background. “I think my difference is that I’ve had this blog and I have a sense of style. I think I know what looks good and I’m smart about who I’m buying for,” Miss Outram said. With Borrowed by Mary’s popularity soaring, Miss Outram plans to keep growing her stock. She also intends to start her own PR agency.

Getting to the root of Canterbury By the time an average Canterbury child turns five, they will have had at least one tooth decayed, extracted or filled. Gabrielle Stuart looked into the problem, and the work local groups are doing to turn it around FOUR-YEAR-OLD Leah Gibbons is proud of her sparkly white teeth. Some of her peers are not so lucky. One in every three children in Christchurch will have problems with their teeth before they start school – a filling needed, or even rotten teeth removed. In the worst cases local dentists have seen, pre-schoolers have had to have all their teeth removed. Some pre-schoolers are already so self-conscious about their teeth, they are afraid to smile. Fizzy and sugary drinks – now often cheaper than buying water – take a share of the blame, as do a lack of regular brushing

or missed dental appointments which could have caught problems early. But missing appointments did not mean someone was a bad parent, CDHB community and public health advisory committee member Rochelle Faimalo

said. “A lot of the hubs are open during school hours, which makes it very hard for working parents,” she said. As a busy parent, it was easy to lose track of when children were due for check-ups, she said.

Part of the problem is families falling through the cracks in the dental system. Pre-schoolers are supposed to have free dental check-ups each year, when they are two, three and four, and then when they start school.

BY THE NUMBERS: •One in every three Canterbury children will have problems with their teeth, from cavities to extractions, by the time they start school •The average Canterbury pre-schooler will have problems with one tooth, a Māori child two teeth, and a Pasifika child three •One in every six preschoolers had their dental enrolments cancelled because their family could not be contacted – 1184 children in total. •The CDHB aims to have 95 per cent of preschoolers enrolled in dental services. Last year just 61 per cent were, a drop from 69 per cent in 2014 Under the current system, families are called three times within the space of a month to remind them of a check-up. But if they don’t respond or can’t be reached within that time, they are cut from the system.

children’s tooth decay Oral health concerns for Maori and Pasifika children IF THE dental problems for the average child are bad, the problem for Māori and Pasifika children are dire. The average Māori five-yearold will have had problems with at least two teeth, and the average Pasifika child three. That compares with one tooth, on average, for children of other ethnicities. Dallas Hibbs, chief executive as a new “opt out” system is rolled out. Under the new system, families will register their children at birth with a range of health providers, and give permission to have their contact information shared within the services, unless they opt out. Community Dental Service clinical director Martin Lee (above) said it could make a big difference. “I would be very disappointed

of community health provider He Waka Tapu, supported the idea of an opt-out system. He said that needed to start when children enrolled in early childhood education. “Given the ongoing costs to the health system of poor oral health, and the personal costs to individuals with poor oral health – the status quo should not be option,” he said. if we did not see significant changes within two years,” he said. But it will only catch children born or signed up after it is rolled out. In the meantime, hundreds of children could still miss out. Fluoridation has also been raised as an option to try to improve pre-schoolers’ teeth. New legislation which would give district health boards rather than councils the power to decide if water will be fluoridated will come into force in 2018.

Then unless the family approaches a dentist, the child may completely miss out on check-ups until they start school. In Canterbury, one in every six pre-schoolers had their enrolment in the programme cancelled. That was even worse for Māori or Pasifika children. One in every four pre-schoolers who identified as Māori had their enrolment cancelled, and almost half of Pasifika children. CDHB health board member Jo Kane said the numbers showed the system had been “an epic fail in many areas”. “This model has been around for a long time, and I think it is time now to ask has it made a difference?” she said. The children’s enrolments are being cancelled even though other departments within the CDHB often have up-to-date contact information for those families. Planning and funding project specialist Bridget Lester said they were not allowed to share it between departments, because of privacy laws. That could change next year,

Quick and easy to grow endive

Gazania likes the heat By Tod Palenski IF YOU’RE looking to add some spark to your garden this summer, look no further than gazania. This flame-like plant produces incredibly striking orange, yellow, cream and red flowers and loves hot, dry, sunny and even windy growing conditions. For a perfect planting buddy, partner it with livingstone daisies. These bright coloured

plants thrive in the same conditions as gazania. Because of this, both plants are great for mass planting on dry slopes, bedding, ground cover, edging and in pots. And for the same reasons, gazania and livingstone daises are both perfect to plant now as the weather warms up. They’re especially good to grow if you plan on being out and about or away a bit over the warmer months – once planted, they

require little to no care. Grab your gazania and livingstone daisy plants Make sure the area you choose to plant in is welldrained, rather than hard and wet. Dig a hole and pop a seedling in. Plant them quite close together – about 200mm apart – as they don’t tend to spread far when they grow. In around six to eight weeks your garden should have some extra spark of summer colour.

HOME

By Tod Palenski SPRING HAS arrived, which means salad season is just around the corner. And there’s nothing like picking fresh salad ingredients straight out of your garden. I’ve talked a lot about the different salad plants (typically lettuces) – iceberg, baby cos, red, triumph, just to name a few. But for some reason I’ve never mentioned endive in one of these articles. And I’m not really sure why. Endive is a great addition to any salad. I like to partner its fine curled, mid-green leaves with rocket. To my mind, endive is a bit bitter and rocket is a little peppery, together they’re a great combo. What’s equally important, and another reason why I’m surprised I haven’t mentioned endive in the past, is it’s so easy and quick to grow. Unlike most lettuces, it doesn’t need to create a heart in the centre so it’s very quick to produce. Simply pick the leaves off as you need them. To plant, look for a welldrained spot in the garden. If the soil is still a bit wet and cold from

TASTY: Pick the leaves as you need them.

winter, try growing endive in a pot. Just add some good quality potting mix, plant a couple of seedlings around 5cm apart and away you go. Depending on where you are in New Zealand and how warm the soil is yet, it will take around four to six weeks for your endive to be ready to harvest. Remember, you can tell the soil is warming up when you need to start mowing your lawns again. Take a chance on endive. You might just like what you grow!

Joint pain: Do I have arthritis or could it be mainly my muscles? The team at Physical sense in sydenham sees clients with a range of symptoms but many of their middle-aged and senior clients visit complaining of pain in one of their joints. PhysiotheraPist ietje van stolk suggests that a major part of the pain could be due to muscle pain rather than simply arthritis. “even if an x-ray shows arthritis, the reason for the pain may be the muscles around the joint,” she explains. The images show how a muscle knot (the crosses) in a back muscle can give hip pain (aches and pain are the red areas in the drawings), a knot in a muscle on the back of the shoulder blade can give a deep pain in the front of the shoulder and a muscle knot all the way near the groin can give an ache in the knee (especially at night in bed). ietje recalls one case where an 89 year old client with severe arthritis who walked with a stick, told her, “i will end up in a wheelchair, i cannot put any weight through my right leg due to pain in my hip and buttock”. “Within 4 treatments, she was walking with her stick but without the severe pain,” says ietje. “The arthritis was one of the factors that made her muscles spasm but

the other was that older people move less and the flexed position the hip is in when we sit is particularly bad for the hip.” ietje is happy with the fact that although the client was 89 and could have been “given up on” or told to live with the pain, she made a difference to her health and wellbeing. The same lack of movement can be the reason for your knee pain or your shoulder pain and the same few treatments could make a huge difference for you. at Physical sense, hands-on techniques (massage and triggerpoint deactivation techniques) are used to release the muscles. The client also gets a home exercise program designed to mobilize and stretch the joint, strengthen the important core muscles and increase general strength and balance. They teach a movement sequence that stretches the joint in all directions whilst the client is able to lie safely on their bed, perfect for older or
